I-95 Overbuild:  A Development Opportunity and Waterfront Revitalization Project

The project envisions and alternative use of the air rights for the I-95 cap in Philadelphia.  Rather than creating ground level public space, could a development be envisioned that would create a series of attractive buildings that would be mixed use and have green space at multiple levels that both manages storm water, creates public realm space and acts as a visual access point to the waterfront?  Further could transportation hubs be integrated with these buildings for office tenant parking that serves both the complex AND the eastern half of the CBD through robust "last mile" options thus removing traffic from streets and the CDB while still supporting the office and retail options there?
