Jennifer Kolker, MPH, a clinical professor in the Dornsife School of Public Health, was quoted in a May 26 article in The Philadelphia Inquirer about how the creation of a new health department in Delaware County sparked a legal battle over what level of government should conduct restaurant health inspections.
