Joel E. Ruffin, Sr. is the Head of Technology & Cyber Resilience at Barclays Bank PLC, where he leads enterprise-wide initiatives to enhance operational resilience and strengthen cyber recovery. With more than two decades of leadership experience in global financial services, he previously served as Senior Vice President at Goldman Sachs in Engineering Management and Strategy, and as Manager of Enterprise Systems and Network Engineering at SRI International (David Sarnoff Research Laboratory).
He is recognized for aligning business and technology priorities, delivering benefits-driven resilience programs, and building trusted partnerships with senior executives and global stakeholders. Beyond corporate leadership, Joel contributes to academia as an Adjunct Professor at Drexel University and Thomas Jefferson University. He also serves on several boards, including the Board of Trustees for HACSA USA, Big Brothers Big Sisters of Essex, Hudson & Union Counties, the Drexel University Goodwin College Advisory Council, and the Drexel University Presidential Leadership Board.
Joel earned a B.S. in General Studies from Drexel University, an M.S. in Cybersecurity Management from New York University, and an M.S. in Information and Knowledge Strategy from Columbia University. In 2024, he was inducted into the Drexel University Alumni Hall of Fame (D100).
