Health Management and Policy Seminar: Do Hospital Penalties Affect Health Equity? The Impact of HRRP

Jose F. Figueroa, MD, MPH is an Instructor of Medicine at Harvard Medical School and an Associate Physician at Brigham & Women’s Hospital. He also serves as Faculty Director of the BWH Residency Management & Leadership Track at the Brigham & Women’s Hospital.

The Hospital Readmissions Reduction Program (HRRP) penalizes hospitals with higher-than-expected readmission rates. In this analysis, we used an interrupted-time series with three time periods (pre-HRRP/ACA announcement, HRRP implementation phase, and HRRP penalty phase) to determine whether differences in readmission trends have narrowed between black and white patients.
