The National Science Foundation (NSF) has provided advance notice of a change in the eligibility of prospective applicants to the NSF Graduate Research Fellowship Program (GRFP). This change is described in a Dear Colleague Letter (NSF 16-050) and FAQs (NSF 16-051).
