Urban Strategy in the Present Tense ft. Abby Sullivan and Franco Montalto

Urban Strategy in the Present Tense is a conversation series featuring notable urbanists discussing their frontline work in urban resilience, as well as sharing their insights about public policymaking, urban problem solving, and life in Philadelphia.

This installment of our conversation series focused on the green infrastructure and environmental planning that the city of Philadelphia needs. We were joined by Abby Sullivan and Franco Montalto; read more about them below.

The series is produced by the Lindy Institute for Urban Innovation at Drexel University in partnership with the Urban Strategy Masters Program in Drexel's Westphal College of Media, Arts & Design.

Abby Sullivan is the Acting Chief Resilience Officer in the Philadelphia Office of Sustainability. In this role she supports municipal climate adaptation by translating climate science into actionable tools and information and leads Philadelphia’s citywide resilience planning. Previously, she served as an Environmental Scientist at the Philadelphia Water Department (PWD) with the Climate Change Adaptation Program where she led the Department’s coastal flood resilience efforts. Prior to working on the climate adaptation, she worked on public engagement and planning for PWD’s green stormwater infrastructure program, Green City Clean Waters. She is on the steering committee and helped launch PEERS (Practitioner Exchange for Effective Response to Sea level rise), a global community of practice for sea level rise adaptation professionals. Abby is a Certified Floodplain Manager and serves on NASA’s Sea Level Change Practitioner Consultation Board. She has a Master of Resource Management degree with a focus on coastal systems from the University Centre of the Westfjords, University of Akureyri in Iceland.


Dr. Franco Montalto is a licensed civil and environmental engineer with 30 years of research, planning, and design experience in the fields of ecological restoration, green infrastructure, and urban sustainability and resilience. He is a Professor at Drexel University, where he directs the Sustainable Water Resource Engineering Lab, and is also the Founder and President of eDesign Dynamics LLC, an environmental consulting firm based in New York City, with an international portfolio of projects.  He is a Member of the 4th New York City Panel on Climate Change (NPCC4), where he co-chairs the Flooding Working Group, and also served as an invited author of the recently released Northeast Chapter of the 5th National Climate Assessment (NCA5).
