Paul Harrington, PhD, a professor in the School of Education and director of the Center for Labor Markets and Policy, was quoted in a Sept. 13 Philadelphia Inquirer article about how Philadelphia’s poverty rate stagnated while the U.S. rate declined leaving it as one of the poorest big cities.
