Mandates Won't Solve Philly's Affordable-Housing Shortage

Kevin Gillen, PhD, a senior research fellow in the Lindy Institute For Urban Innovation, co-authored an article for the Philadelphia Inquirer on Nov. 30 about an “Inclusionary Zoning” (IZ) bill, proposed by City Council, that would mandate that local developers provide one unit of “affordable” housing for every nine units of market-rate housing they build.
