Evaluation of the Philadelphia Health Management Corporation's Proposed Cedar Public Health Campus
Summary
Researchers from Drexel University’s Urban Health Collaborative (Drexel) partnered with The Research and Evaluation Group (R&E Group) at Public Health Management Corporation (PHMC) to conduct a baseline evaluation of the PHMC Public Health Campus on Cedar (Cedar Campus) in Southwest Philadelphia using a community-engaged, place-based approach.

Description
Cedar Campus is a collaboration between PHMC, Penn Medicine, Children’s Hospital of Philadelphia, Independence Blue Cross, and residents and community-based organizations across West and Southwest Philadelphia. Located on the site of the former Mercy Hospital of Philadelphia, Cedar Campus was founded with the goal of providing high-quality, community-informed, patient-centered health care and social services to the West and Southwest Philadelphia community. The campus houses multiple providers offering a growing number of services including primary and emergency medical care, behavioral health care, dental care, substance use treatment, and social support services. Cedar Campus serves residents citywide, but with a focus on its surrounding neighborhoods in zip codes 19104, 19131, 19139, 19142, and 19143. As of 2021, the median income in this area was almost $20,000 lower than in Philadelphia as a whole.
The Drexel team worked to support the Cedar Campus, still in its developmental stages, to collaborate with partner organizations and community residents to identify and prioritize the challenges it will prioritize in the years to come. The Drexel-PHMC evaluation team engaged with stakeholders in its planning year to co-create an evaluation design, followed by a baseline data collection year. All evaluation work included input from the Cedar Campus Evaluation Committee, which included community individual and organization representatives, as well as members of the PHMC and Drexel evaluation teams.
