Authorizing Official University Policies

PURPOSE:

This policy sets forth the procedure by which a proposed policy becomes an Official University Policy.

I. POLICY

The President of the University must approve all proposed policies and all approved policies must be posted on a University website before becoming effective and an “Official University Policy.”

II. ELIGIBILITY

This Policy applies to policies that administrative or academic offices of the University propose after January 1, 2006 .

III. POLICY IMPLEMENTATION PROCEDURES

When a unit (including both administrative and academic units), in consultation with the Senior Vice President or highest ranking Vice President who has oversight for that unit (henceforth referred to as the “Sponsoring Vice President”), determines that it is in the best interest of the University to establish a policy in a particular area or on a particular subject, a representative from the unit will be identified to undertake:

•  a review of current policies at the University to ensure that the proposed policy is not redundant and is consistent with existing policies, and

•  a review of similar policies and procedures at similar institutions to determine the most effective practice for the University.

The department representative shall then draft the proposed policy and submit it to the Sponsoring Vice President for his/her approval. The Sponsoring Vice President will submit the proposed policy and the supporting materials to the Office of the General Counsel where a review will be conducted to ensure that the proposed policy does not conflict with existing policies and is in the overall best interest of the University. The Office of the General Counsel will provide comments and recommended revisions if any on the proposed policy.

The Sponsoring Vice President will then submit the proposed policy, the supporting materials and any recommended revisions from the Office of the General Counsel to the President's Cabinet for consideration. The Presidents Cabinet will make its recommendation to the President of the University for final review and approval.

Once approved by the President, the Sponsoring Vice President will be responsible for publishing the proposed policy, in the form approved by the President, on the University website. Once the proposed policy is posted on the University's website, it becomes an Official University Policy.

This Policy shall also apply to material revisions to existing policies.
