International newcomers to the U.S. education system often find benefit from more teacher and leader support in the learning process to help them adjust to U.S. academic culture and expectations. There are interrelated policy issues that racially diverse, second language, and learners with special needs and gender differences face in and beyond the virtual and real-time classrooms that affect their success in educational systems where English is the foundation language.

Teachers and leaders require new strategies for aligning their instruction with the goal of including all learners in the classroom so that “every student has a chance to succeed”, especially during the recent pandemic growth on online learning (Every Student Succeed Act - ESSA, 2015).

A critical question is “How do we re-imagine educational policy to create and support innovative pedagogical practices to ensure educational equity for all diverse learners in emerging learning environments?”
