David Standiford serves as the Laboratory Compliance Coordinator for the Oregon Liquor & Cannabis Commission (OLCC), where he is the subject matter expert on marijuana laboratory and testing regulations.

Since joining OLCC in 2016, David has played a key role in shaping compliance policies, including leading the development of the agency’s recall process. In his current role, he provides technical consultation on enforcement actions, coordinates regulatory efforts across state agencies, and ensures adherence to administrative rules governing cannabis testing. With a Bachelor’s degree in Psychology from Oregon State University, David brings a strong analytical and collaborative approach to regulatory oversight, working closely with industry stakeholders and public health partners to maintain integrity and safety in Oregon’s cannabis market.

Steven Crowley is the Cannabis Policy Analyst for the Oregon Liquor & Cannabis Commission (OLCC), where he guides the agency’s approach to regulatory oversight of marijuana and hemp. With a Bachelor’s degree in Biochemistry from the University of Oregon and more than a decade of experience in cannabis regulation, Steven has held roles spanning licensing, cannabis processing compliance, and hemp compliance. In his current position, he leads administrative rulemaking to implement statutory changes and collaborates with hemp regulators nationwide to identify and develop best practices.

David and Steven will present on the findings from the OLCC’s 95-page report testing potency, contaminants, and label accuracy. The report utilized anonymous and random procurement methods, with hemp products being sourced online.
