Facilities & Administrative Rate Agreement – Indirect Cost Rates

June 6, 2016

The Department of Health and Human Services (HHS) has approved a one-year extension for filing the Drexel University Facilities and Administrative (F&A) rate agreement. This means that our existing F&A rates as detailed below will remain in effect through June 30, 2018, or until our rate negotiations are finalized with HHS.

Fiscal Year 2017 will now be considered our base year for developing our F&A proposal.  This proposal will be submitted by the University by December 31, 2017.  We will be conducting base year activities throughout FY 2017.  Base year activities will include a library study, space surveys and equipment inventories.  Additional information relating to these activities will be announced as the year progresses.  We will need everyone’s cooperation to assist with completing space usage surveys and providing access to lab areas by our equipment inventory firm to ensure that we have most complete and accurate information to submit the proposal and maximize the rate for the University.

The current predetermined rates in effect with the U.S. Department of Health and Human Services are:

On-Campus

Off-Campus

Organized Research

56.50%

26.00%

Instruction

43.00%

26.00%

Other Sponsored Activities

36.00%

26.00%

Inter-governmental Personnel Rate

N/A

8.50%

Sponsored agreements may carry only one rate. If more than 50% of a project is performed off-campus, the off-campus rate will apply.

When the new F&A rates are finalized, and if the award is made after July 1, 2018, and is the first year of a competing segment, the new F&A rates will be applied retroactively to the project’s start date. Non-competing (budget year) awards made after July 1, 2018, will not be affected.
