Applicability

This policy applies to all Covered Entities within Drexel University.

Covered entities are defined in the HIPAA rules as (1) health plans, (2) health care clearinghouses, and (3) health care providers who electronically transmit any health information in connection with transactions for which HHS has adopted standards.

I. Policy

In charging fees for copying medical records, Drexel shall comply with the HIPAA Privacy Rule, including any Guidance issued by the Secretary of Health and Human Services, including without limitation, the Guidance of February 25, 2016 as to patients' right of access and appropriate fees for copies.

II. Procedure

  1. Follow Policy PPS-04/PPS-06 and have the patient file the "Request for Access to Medical Information" form provided.
  2. Follow the Drexel Medical Record Release procedure by contacting our approved vendor, CIOX Health, through the Clinical Practice Administrator.
