What's in the air in the neighborhoods closest to oil refineries? In general, according to Department of Politics Professor Gwen Ottinger, PhD, we don't know, and even when we do know, remarkably little meaningful change happens with that data.

As part of the Meaning from Monitoring project, Professor Ottinger set out to learn how these data can become a more important part of the public conversation about air quality in fenceline communities. Framing the problem in this way raises an important broader question: what does it mean to reshape data cultures to enable community participation?
