Bio:
Zoltán's research examines racial and ethnic questions pertaining to international law and international security. His current research project centers on the evasion of international law. It proposes that agents do not simply follow or violate international law, but that they also evade it by exploiting loopholes broadly construed. Drawing on semi-structured interviews and abundant primary sources, Zoltán illustrates the argument in the case of the discriminatory treatment of the Roma in the European Union.
