In some instances a pre-proposal or letter of intent (LOI) may be solicited by a funding agency, the specifics of which are normally outlined in the program announcement.
A pre-proposal establishes communication between the sponsor and the applicant to determine whether a full proposal should be submitted and to obtain advice that will improve the proposal's chance of success.
Typically a pre-proposal involves a brief summary of the project and an estimated budget total. In certain circumstances, the pre-proposal may result in an award without a full proposal submission. Therefore, if any of the below situations apply, your program administrator must submit the pre-proposal following the ORA proposal protocol.
- A detailed rather than summary budget is required.
- The number of pre-proposals allowed from the University is limited.
- The pre-proposal commits the University to cost sharing of any kind.
- An authorized signatory is required.
